Planning Cycle Timeline

Below is a timeline of past events as well as current and future events as they relate to the water planning process. Also, check out the TWDB Planning Page.



January 2011 - January 2012
TWDB develops State Water Plan. Timeframe includes development, public comment phases, and adoption by the Texas Legislature.


September 1, 2010
Regional water planning groups submit Regional Water Plans for TWDB approval.


March 2010
Regional water planning groups submit Initially prepared Regional Water Plans (IPPs) to the TWDB for review.


November 2008 - March 2010
Regional water planning groups begin Phase II of the 3rd round of regional planning. Regional water planning groups develop initially prepared Regional Water Plans (IPPs).


January 5, 2007
Approved State Water plan due to the Legislature.


November 14, 2006
Texas Water Development Board considers approval of the final state water plan at their regular Board meeting.


October 2, 2006
A final public hearing held on the draft state water plan in Austin.


September 2006
The TWDB hosts hearings around the state to solicit comments on the 2007 State Water Plan. Visit the TWDB website for dates and locations.


August 2006
The 2007 State Water Plan is made available to the public for comment. Read the comments here.


January 5, 2006
Adopted regional water plans due to the TWDB.


July 1, 2005
The majority of the initially prepared regional water plans (IPPs) were submitted to the Texas Water Development Board on June 1. The remaining plans (Regions A, F, G, and K) will be submitted over the next couple of months. Each regional water planning group will host a public hearing(s) where they will accept verbal comments from the public on its plan. Written comments will also be accepted from the public for the time frame stated in the Public Hearing Notice.


Spring 2005
The regional water planning groups are developing water supply strategies to meet projected demands.


Spring and Summer 2003
Population and water demand projections due to the TWDB.


January 2003
Scope of Work (SOW) and contracting for the 2002-2006 cycle, and supplemental SOW funding requests are submitted to the TWDB.


Oct. 2002 - March 2003
Six month comment period on draft water demand projections.


Fall 2002
The Regional Water Planning Groups begin work on the second round of planning.


Spring 2002
The Regional Water Planning Groups draft their Scope of Works for the next 5-year cycle of regional planning. A Scope of Work is the plan that guides the Regional Group and their consultants on proposed research, planned investigations and projects, and any expenditures of money expected during the cycle. We submitted comments to the RWPGs during the finalizing of their Scopes of Work. Read our comments.


January 2002
The TWDB delivers the 2002 State Water Plan to the Governor, Lt. Governor, Speaker of the House and Legislative Committees.


December 2001
Adoption of the State Water Plan by the TWDB.


October 2001
Lone Star Chapter of the Sierra Club hosts a series of regional conferences around the state. With the theme of "Water for People and the Environment," these conferences are structured to inform the public on regional water issues and give them the tools needed to make their views know to the state water planners and other officials.

Draft State Water Plan presented to the TWDB.


Fall 2001
Regional groups in second round of planning.


July 18, 2001
Region L plan approved by the TWDB. See the San Antonio Express-News coverage of the meeting.


June 20, 2001
Region C, D, E, G, H, J, K, O plans approved by the TWDB. See the NWF summary of the Board Meeting.


May 16, 2001
Region B, F, I, M, N plans approved by the TWDB.


April 18, 2001
Region A and P plans approved by the TWDB.


January 2001
Regional water planning groups submit their adopted regional water plans to the Texas Water Development Board.


Fall 2000
Regional water planning groups complete the first version of the regional water plans. The National Wildlife Federation reviews each plan using the guidelines outlined in their Principles for an Environmentally Sound Regional Water Plan and submits comments to the regional water planning groups. NWF fact sheets are available for the first version of each of the regional plans.


Summer 2000
NWF provides its Principles for an Environmentally Sound Regional Water Plan to all members of regional water planning groups.


September 1997
The Texas Legislature enacts Senate Bill 1.
